Europe. They function as <strong data-start=\"489\" data-end=\"519\">territorial laboratories<\/strong>where innovative solutions are tested that can become benchmarks for other European territories with similar challenges. The programme <strong data-start=\"666\" data-end=\"687\">Resilient Borders<\/strong> has defined two priority areas for action:<\/p><ul data-start=\"740\" data-end=\"1111\"><li data-start=\"740\" data-end=\"912\"><p data-start=\"742\" data-end=\"912\"><strong data-start=\"742\" data-end=\"780\">Cross-border crisis management<\/strong>It is aimed at improving the common response capacity to natural, social or economic hazards that do not recognise borders.<\/p><\/li><li data-start=\"913\" data-end=\"1111\"><p data-start=\"915\" data-end=\"1111\"><strong data-start=\"915\" data-end=\"960\">Cross-border spatial planning<\/strong>which aims to promote shared, coherent and sustainable planning between municipalities and regions on both sides of the borders.<\/p><\/li><\/ul><p data-start=\"1113\" data-end=\"1395\">It is in this second area where the <strong data-start=\"1157\" data-end=\"1249\">Action Piloto SP-7 \"Eurocity of Guadiana - Sustainable Territorial Planning 2030\".<\/strong>which seeks to lay the foundations for a more integrated, resilient and competitive territory through a joint agenda of strategic data-end=\"583\">Eurociudad del Guadiana EGTC<\/strong>which is made up of the municipalities of <strong data-start=\"618\" data-end=\"693\">Ayamonte (Spain), Castro Marim and Vila Real de Santo Ant\u00f3nio (Portugal)<\/strong>.<\/p><p data-start=\"698\" data-end=\"1086\">Its main goal is to <strong data-start=\"719\" data-end=\"796\">draw up a document on the coordination of local spatial plans<\/strong>This instrument will serve as an instrument of consensus on the needs and strategic options of the three municipalities. This instrument will serve to <strong data-start=\"912\" data-end=\"956\">promoting synergies and complementarities<\/strong>The new system will help to avoid unnecessary duplication of services and ensure a more efficient and coherent management of the shared territory. The following are highlighted <strong>specific objectives<\/strong>:<\/p><ul data-start=\"1130\" data-end=\"1639\"><li data-start=\"1130\" data-end=\"1318\"><p data-start=\"1132\" data-end=\"1318\">To
