Towards an Orderly Eurocity: Territorial System and Integrated Planning
One Territory, one Vision
The Eurocity of the Guadiana, formed by Ayamonte, Castro Marim and Vila Real de Santo António, shares social, economic and environmental dynamics, but suffers from the fragmentation of different regulatory frameworks and planning, which makes joint management and a common territorial model difficult.
The Pilot Project One Territory, one Vision is taking up this challenge with two lines of action: the creation of a unique geoportalThe project will include urban, territorial and cadastral information from the three municipalities; and the drafting of a joint territorial planto coordinate the existing strategic documents and management forecasts in Spain and Portugal.
For the first time, the Eurocity will have a common technical and regulatory basis to avoid duplication, strengthen transparency and guide sustainable development towards 2030. The following sub-projects are highlighted.

T01. Eurocity Geoportal
Territorial GeoViewer
This project consists of the creation of a advanced geoportalThis is more ambitious than a simple geo-viewer, which allows all the urban, territorial and cadastral information of the Eurocity to be visualised, cross-referenced and analysed jointly. The tool will integrate thematic layers of land classification, current urban planning, cadastre, infrastructures, services and environmental data, offering a unified reading of both sides of the border.
In addition to being a management tool for technicians and administrations, the geoportal will be open to the public, improving transparency and public participation. It will make it easy to consult which regulations affect a plot of land, what planning is in force and what strategic forecasts exist, generating a shared vision of the territory.

This sub-project will provide the Eurocity with a pioneering tool in Europe, reinforcing its identity as a laboratory for innovation in spatial planning.

T02. Eurociudad del Guadiana Territorial Plan - PTEG
1st Cross-border Territorial Plan
The second subproject involves the drafting of a joint territorial plan of the Eurocitywhich unifies in a single strategic document the various agendas and plans that currently coexist in the three municipalities. This instrument will bring together and harmonise the forecasts of the Andalusian Spatial Development Plans (POTA, POTLOH) and of the Algarve Regional Plan 2030The project will be implemented in conjunction with urban agendas, sustainable mobility plans and sectoral documents from both sides of the river.
The aim is to avoid regulatory and strategic dispersion, generating a single territorial framework to guide sustainable development, infrastructure management and environmental protection throughout the EuroGuadiana area. The plan will also integrate proposals for urban requalification in degraded areas and define a network of shared public spaces, reinforcing the cross-border nature of the Eurocity.
