Towards an Equipped Eurocity: Services, Governance and Social Innovation

The Guadiana Eurocity is moving towards more integrated governance and more equitable public services. However, clear challenges remain: unequal access to facilities between coast and hinterland, ageing population in need of socio-health care, lack of cross-community services y digital divide in the most vulnerable groups and areas. "Territorio productivo" converts these deficits into opportunities, promoting shared services, public innovation and community spaces to strengthen the social and economic cohesion of Ayamonte, Castro Marim and Vila Real de Santo António.

This pilot project is articulated along three complementary lines:

P01. Intercommunity socio-health centre.
P02. Single service platform for the Eurocity.
P03. Network of community and teleworking spaces. 

P01. New Intercommunity Centre

Creation of a intercommunity health and care equipment integrating proximity care for the elderly and vulnerable people (prevention, health promotion, rehabilitation, psychological support), telemedicine coordinated with services in both countries and intergenerational programmes (healthy leisure, guided physical activity, practical digital literacy).

The model is based on the implementation of a main node (Ayamonte or VRSA, with easy public access) and satellite points Itinerant care (Seasonal - Castro Marim and other smaller urban centres - neighbourhoods/villages) to bring services closer to the population in a more efficient way.

The implementation of a joint care system will allow for basic coordination between municipal health and social resources (referral of patients, assistance to different specialties, follow-up, etc.), under the regulatory framework of each country. ), within the regulatory framework of each country.

The implementation of this social and health care centre would be the first cross-community public service visible to citizens, with an immediate impact on the well-being and cohesion of the population, as well as for the implementation of a model scalable to other areas (disability, mild mental health, support for carers).

P02. Single Eurocity platform

Development of a joint digital platform (web + app) for services to citizens and businesses of the Eurocity. This platform is aimed at facilitating the management of administrative formalities: unified appointments, payments and fees, reservations of facilities (sports, cultural activities of any municipality), management of transport passes The website of the city council, notice board and invitations to tender, incidents on public roads, participation and citizen folder (files, notifications), SME counter (licences, street occupation, markets), and assistance bilingual ES/PT.

The platform will include digital identity (SSO), AA/AAA accessibility, automatic translation ES/PT and a HELP CENTRE multi-channel (chat, phone, mail). It will be designed with Open APIs to integrate transport, culture, youth, sports and common agenda.

This platform will turn the Eurocity into a single administrative space in the eyes of the citizen, improving the service experience without encroaching on local competences.

P03. Network of inter-community spaces

Reuse of underutilised facilities (municipal halls, off-peak libraries, former civic centres) in order to create a network of multi-purpose spacesTeleworking and coworking with connected workstations, meeting rooms and videoconferencing, digital training and employmentlocal initiative incubator (crafts, circular economy), training programmes and conciliation linked to school calendars and youth activities.

The network will operate with extended hoursreservation on the digital platform of the Eurocity (P02), youth vouchers and accessible rates. Priority will be given to locations in neighbourhoods and population centres with fewer facilities, guaranteeing quality connectivity (fibre/wifi), security and universal accessibility.
